I think a major cause of the current dysfunctionality across the public sector is the focus on the false gods of equality and diversity. The major effort put into these objectives skews achievement of the primary objectives of the organisations concerned. The abolition of these objectives would yield significant savings in staffing costs.
The focus should be on quality alone. Instead of focusing on outcomes, which inevitably will result in those with inferior ability being appointed on the one hand and unfairness to those with superior ability on the other, effort should be put into helping people with disadvantages to improve their position in the job market.
