I can believe that the plan has been to stay in the Customs Union all along. George Osborne gave it away on the last election night, when he gleefully noted that there was not a majority for leaving that in the Commons (omitting to mention, of course, that there’s never been a majority for leaving, which is why we had to have a referendum).
Cameron perfected the art of throwing his backbenchers some red meat every time they got restless and it was amazing how many times they fell for it. May is continuing his premiership but without the charisma.
