In H G Wells’s novel The Time Machine the time traveller is given his first big insight into the nature of the Eloi when he sees them passively watching Weena drowning and making no effort to save her. Such scenes have actually been replicated in modern Britain with uniformed officers doing exactly the same. If you remember, things did not exactly work out for the Eloi, who ended up as someone’s lunch.
