I know, because my former job repeatedly involved dealing with the various layers of middlemen handling grants, from both the EU and national / local government bodies, and my task was to trace the cashflows and understand who was doing what and for which payment. On more than one occasion, the grants concerned were for fishing communities.

The whole grant procedure is heavily wrapped up in red tape, ostensibly to ensure the money is not purloined or wasted. In practice, this means that all kinds of quangos get to have their fingers in the pie. Grants never pass directly from the granting body to the final recipient who is supposed to be the beneficiary. Oh, deary me, no. There has to be a ‘partnership’ of ‘stakeholders’, several or even all of whom will be public bodies stuffed with pen-pushers who could not get a job in any productive industry, and all of whom will inevitably have their own axe to grind and their own requirements to be fulfilled, usually of the politically correct persuasion.

Some of the people embedded in these bodies and making key decisions were truly ghastly individuals. I am sure readers know the type. Utterly unemployable except in such bodies.

The money passes through those labyrinthine layers like a filter, each layer adding its own costs and taking payment for them. What drips out of the bottom of the pipeline is only a fraction of the original amount funded, and often misses the target anyway, because it gets redirected only to those recipients who tick the correct boxes.

I have seen this time and again. I doubt if Voaden has a clue of what she is talking about; if she did, she could never have made such a glaringly ignorant statement.
