There is a good reason why familial rather than individual merit qualifies you for the Upper House: it gives you a more long-term perspective to balance the short-termism of the Commons.
Great families have a reputation to keep that extends beyond the current title-holder. You may disagree with this but it is a lot more sensible that any proposed by a recent politician, including Clegg and Cameron, let alone the estimable Peter Hitchens.
