There is nothing inconsistent with “Thatcherism” and wanting to build a welfare state which gives a leg up, rather than a hand out. IDS’s long-stated intent was to use the welfare state to get people into work, rather than keep them in dependency: one which rewarded, rather than penalised, work.
How is that “nasty”?
