We have a state which has also expelled the masculine virtues and over-protects its citizens. As this article points out, obsessive and extreme health and safety rules are a sign of over-feminisation. We are treated like coddled children who aren’t allowed to play in the mud (often this is literally true). The state has become the suffocating mother.
